The boy was transported to Coffs Harbour Health Campus but died a short time later.
Local resident Robert Robertson said he thought someone had been hit by a car when he saw a body lying on the road.
“I was sitting inside watching TV when I heard a bit of a bang noise. When I looked out the window, it was a car door slam,” he said.
“Then next minute I see police arrive and people out here looking at someone on the road.”
Robertson, who has lived in the area for 11 years, said it was “terrible” to hear the teenager had died, adding that community members would be worried and take more precautions for their children’s safety.
“It’s been a nice quiet community up until now,” he said.
Robertson’s son said the community was shocked.
“My heart goes out to the family of the young fellow,” he said. “I have kids myself, so it kind of hits home a lot.”
A crime scene was established and ongoing investigations commenced.
